Small towns deserve the same opportunities
as big cities.
PBM Consulting Service helps small businesses find the grants, government contracts and tools that are usually hard to find or too expensive for a startup, so they can compete, grow, and build a future close to home.
Contract bidding made easy
Every weekday morning Set-Aside Radar reads every new federal bid posted to SAM.gov and emails you only the set-asides that fit your trade, your certifications and the states you work in. $9.99 a month, free during the beta.
“My goal is not simply to build a successful company. My goal is to help other people build successful companies.”
Laurie, founder
Laurie started PBM in Guthrie, Oklahoma. Years ago she lost her job as a medical billing manager while raising her children on her own, and friends, family and her community carried her through it. PBM is how she pays that forward.

Growing into
As our network grows: project management support, procurement guidance, logistics, and long-term business planning.
Successful small businesses create jobs, strengthen local economies, and help families build futures close to home. Too many hardworking people in towns like Guthrie have the talent and the ideas, but only a handful of places to work. We want more entrepreneurs to put down roots here instead of feeling they have to leave to find opportunity.
We build our own tools to do it. Our platform, Phoenix, runs our documents and client work with a real audit trail, and the software we offer small businesses is software we use ourselves.
Real contract dollars most small businesses never apply for
Set-aside categories exist because Congress decided small businesses need a real shot at federal work, not just the biggest bidders. The eligibility bar is often lower than people assume — the part that stops most businesses is the application itself: SAM.gov registration, certification narratives written to hold up under review, and compliance documentation that has to stay current after you're certified, not just at signup.
A certification file has your ownership structure, your financials, sometimes your personal history. We handle it the way the SBA review itself will: on the record, access limited to the people working your file, and never shared beyond what the application legally requires. If we wouldn't put it in the filing, we don't ask you for it.
HUBZone
Your business is based in a designated Historically Underutilized Business Zone, and enough of your workforce lives there too.
8(a) Business Development

Woman-Owned (WOSB)
